Previously, we shared the initiative by Johor Menteri Besar (MB) Datuk Onn Hafiz Ghazi to make surprise spot checks at the Customs, Immigration and Quarantine (CIQ) complex of the Sultan Iskandar Building (BSI) in Johor Bharu to circumvent the land border checkpoint’s infamous operational inefficiencies.
After two of the unscheduled visits by the Johor MB went viral on social media, the Immigration Department has responded and promised to implement a new shift change formula to ensure that all counters are open during peak hours.
As reported by BERNAMA, Immigration Department Director-General (DG) Datuk Ruslin Jusoh announced that the new formula will be announced next week.
Furthermore, it will be an important change that would address peak-hour traffic congestion due to shift change.
Ruslin Jusoh asserted,
“This is one of the issues raised by Johor Menteri Besar, Datuk Onn Hafiz Ghazi recently regarding the shift change which is a critical time. We are studying (the matter).”

Besides that, the Immigration Department DG added that his department will ensure the duty change process does not take place during peak hours to ensure smooth traffic dispersion, especially when entering Singapore.
Ruslin Jusoh also announced these initiatives for BSI CIQ:
- 100 new immigration personnel will be stationed by the end of May 2023 after they finished training on 20 May
- 700 new immigration posts have been approved by the government this year, a majority of which will be placed at the Malaysia-Singapore border
- 19 counters have been combined involving the immigration, Road Transport Department (JPJ) and Touch ‘N Go to shorten the time of vehicle entry into Malaysia. 19 more counters will undergo the exercise
- 20 more autogates by July 2023
- More parking bays for buses by the end of May 2023
Meanwhile, the Sultan Abu Bakar Complex (KSAB) CIQ will be getting 33 counters for Mbike. The federal agency would be collaborating with the Johor State Government to ensure the smooth operation of the land border to Singapore.
