Earlier this week, Deputy Home Minister, Masir Kujat stated that Kelantan’s HIV cases caused by heterosexual activities increased from 40 to 50 between 2015 and 2016 and cases caused by homosexual activities also increased from 10 to 20 in the same time.
Following this statement, Deputy Menteri Besar, Datuk Mohd Amar Nik Abdullah, stated that one of the reasons for the recent rise in HIV cases in Kelantan was due to its closeness to Thailand.
However, the Deputy Minister of Rural and Regional Development, Datuk Ahmad Jazlan Yaakub refuted this reasoning and said that we should not blame neighbouring countries for Kelantan’s increased number of HIV cases.
“…if he lives next door to a robber, and his son steals, would he blame the neighbour or is it because he did not bring his son up well?”
He went on to address the increase in HIV cases that was found to be due to a rise in heterosexual and homosexual activity in the state.
“I was shocked when a Deputy Home Minister announced that the rising number of HIV cases in Kelantan was also attributed to homosexual activities… All this while, we thought sharing syringes between drug addicts were the main causes of HIV but suddenly, this came up.”

Datuk Ahmad Jazlan also mentioned that the state’s government, not the federal government is responsible for taking action to address this issue and requested the chairman of the state health committee to propose initiatives to address the increased incidence of homosexuality in Kelantan.
