E-Hailing Companies InDrive & Maxim Ordered to Cease Operations in Malaysia Starting July 24

Two e-hailing applications from Russia that have allegedly been operating illegally in Malaysia, namely InDrive and Maxim, have been ordered to cease operations effective July 24, 2025.

According to a report by Harian Metro, Transport Minister Anthony Loke shared that the Land Public Transport Agency (APAD) has sent letters to both e-hailing applications to cease their operations, as they were found to have violated licensing conditions under the Land Public Transport Act 2010 (Act 715).

This includes ensuring that all vehicles under their platforms operate with a valid E-Hailing Vehicle Permit (EVP), which is one of the main conditions in their Individual Operator License (IBL).

The violations are offences under Section 12D(1)(a) of the Act, which allows the agency to revoke the licenses of any operator who violates its conditions.

“Effective July 24, the operations of InDrive and Maxim must stop operating in this country. The 2 e-hailing companies can appeal, but the appeal can only be decided by me as the Transport Minister,” Anthony Loke said.

 

Penghantar Malaysia called on APAD to take action

Prior to this, the government was reportedly urged to carry out strict enforcement against the 2 e-hailing applications, including by blocking access to the platforms.

The Malaysian P-Hailing Association (Penghantar Malaysia) claimed that the 2 e-hailing platforms were found to be proceeding with their services without complying with regulations under existing laws.

“This includes not ensuring that their drivers have valid Public Service Vehicle (PSV) Vocational Certificates, as required by Malaysian law. This is not only unfair to drivers who have valid PSV Licenses, but also affects the safety of passengers who use their services,”

“In fact, apart from some of their drivers being allowed to operate without valid PSV Licenses, there are also some who do not have E-Hailing Insurance and also do not conduct vehicle inspections as per the terms and conditions that have been set,” they shared.
