Fact Check: Will Malaysians Lose BUDI95 Eligibility Over Unpaid Summonses? Anthony Loke Clarifies

From 1 January 2026, traffic summons rates and procedures will be standardised between the Road Transport Department (JPJ) and the Royal Malaysia Police (PDRM) to ensure fair and consistent enforcement of road rules across the country.

As we’ve reported previously, the Government is also rolling out a new principle, “The Less You Delay, The Less You Pay,” which means those who settle their summonses earlier will pay lower rates.

Will Malaysians risk losing BUDI 95 over unpaid summonses?

According to local media, if these summonses remain unpaid, Malaysians risk being blacklisted, which may affect their ability to renew their driving licenses and lose eligibility for BUDI MADANI RON95 (BUDI95) – the RON95 petrol subsidy, currently priced at RM1.99 per litre for Malaysian citizens.

Transport Minister Anthony Loke has since issued a statement clarifying that failing to settle traffic summonses will not result in losing the BUDI95 fuel subsidy.

“The Ministry of Transport would like to clarify that recent media reports suggesting that unpaid traffic summonses would lead to the loss of the BUDI95 fuel subsidy are misleading.

“Driving license blacklisting and eligibility for the BUDI95 fuel subsidy are two completely separate processes. There is no automatic or direct link between the two,” the statement read.

Loke also explained that under the current policy, eligibility to apply for or continue receiving the BUDI95 depends on these basic conditions:

  • The applicant must be a Malaysian citizen, verified through MyKad.
  • The applicant must hold a valid driving license.
  • An “active driving license” means one that is still within its validity period, or has not expired for more than three years.

 

Malaysians can enjoy up to 70% off existing summonses until year-end!

From now until the end of the year (30 December), the public can enjoy discounts of 50% to 70% on existing JPJ and PDRM summonses.

After the discount period ends, both agencies will introduce revised traffic compound rates, according to a statement by the Ministry of Transport (MOT).

The new discount structure is as follows:

  • 1 to 15 days: 50% reduction
  • 16 to 30 days: 33% reduction
  • 31 to 60 days: Maximum rate
  • 61 days and above: court action and/or blacklist
