The dog had a leg wound, hair loss, and skin redness

Acting on public information and complaints, a team of Animal Welfare Officers from the Selangor Veterinary Services Department, together with officers from the Ampang Jaya District Police Headquarters, carried out an inspection at the man’s residence.

According to BERNAMA, they discovered a male dog named ‘Lucky’ tied up in the compound, along with a wooden cane and a rubber hose believed to have been used in the abuse.

A physical examination conducted on August 1 revealed that the dog had a wound on its front left leg, localised hair loss (alopecia), and skin redness (erythema).

He pleaded guilty and was fined RM30k

Following the incident, Kiew Mun Kiat was brought to court and fined RM30,000 yesterday (August 7) after pleading guilty to beating his German Shepherd.

Judge Norshila Kamarudin handed down the sentence to the 43-year-old air-conditioner technician and ruled that he would face six months in jail if he failed to pay the fine, which he has since settled.

Kiew was charged with cruelly assaulting his dog using a wooden cane and a yellow rubber hose repeatedly at his home in Pandan Indah at 5:29 PM on July 31.

The charge was brought under Section 29(1)(a) of the Animal Welfare Act 2015 (Act 772), which carries a fine between RM20,000 and RM100,000, up to three years’ imprisonment, or both.

He claimed he only hit the dog to discipline it

Earlier, Selangor Veterinary Services Department prosecuting officer Mohd Sharif Sabran urged the court to impose a heavy sentence, citing public interest and the severity of the animal cruelty involved.

“In this case, the accused repeatedly beat his dog, inflicting injuries that could potentially cause the animal lasting trauma. The prosecution also requests that the dog be forfeited to the government for adoption through the Selangor Veterinary Services Department,” he said.

Mun Kiat pleaded for a lighter sentence, stating that he was supporting his family. He also claimed he only hit the dog to discipline it after it had bitten his hand.

The court granted the prosecution’s request and ordered that the dog be forfeited to the government for adoption by eligible and interested members of the public through the Selangor Veterinary Services Department (DVS).
