MBPJ Confirms That No Action Will Be Taken Against Officer Who Allegedly Hit Elderly Man

The Petaling Jaya City Council (MBPJ) has confirmed that the law enforcement officer, who was involved in the incident of fighting with the elderly man during the stray dog catching operation on February 25 (Saturday), will not be charged.

According to a report by Harian Metro, they shared that there will be no charges against the MBPJ officer because he had accidentally hit the complainant’s face during the scuffle.

“MBPJ immediately handed over this case to the Royal Malaysia Police (PDRM) for a more transparent investigation and MBPJ will not protect its members involved in any misconduct.”

“The results of the police investigation, the investigations papers have been referred to the Deputy Public Prosecutor of Selangor and the order is to prosecute Patrick Khoo Kian Wui (the elderly man involved) on March 29 (Wednesday) in accordance with Section 186 of the Penal Code for preventing members of MBPJ from carrying out their duty of catching stray dogs reported by the public,” they said.

 

They allegedly also conducted an internal investigation which led to the their committee making recommendations to improve the procedures and methods used to carry out stray dog catching operations.

“Operations with low risk stipulate that the staff conducting the operation must be fitted with a body camera (bodycam), photos during the operation will be taken for record by the staff’s superiors and for high risk levels, it will be carried out in coordination with the police.”

“(This is) to ensure the process of catching these stray dogs is more transparent, MBPJ will also invite representatives of non-governmental organisations (NGOs) and residents’ associations together during the operation,” they added.
